Advises clients on the origination and strategic delivery of major infrastructure projects, with deep expertise in public–private partnerships

Gabriel brings more than 17 years of experience across all phases of the capital-projects life cycle, including project development, tendering, commercial and financial close, delivery, and operations and maintenance (O&M).

Gabriel serves clients with a focus on public–private partnerships (P3s), bringing to bear more than a decade of C-level experience across multiple such projects. In these roles, he managed on-time and on-budget delivery and O&M, with a primary focus on protecting shareholders’ equity and meeting major lenders’ expectations. He has a strong track record of discovering efficiencies across operational and capital expenditures, including the successful restructuring of several P3 assets in critical situations.

Examples of Gabriel’s recent client projects include the following:

  • heading up a consortium awarded to design, build, finance, and maintain a landmark P3 project in Australia, with a total investment value of $1.3 billion
  • developing and delivering an award-winning P3 project in the United Kingdom, managing an investment of $650 million and a head count of more than 1,000 at peak
Prior to joining McKinsey, Gabriel held roles as CEO, general manager, and director at a global private developer of transport infrastructure in Australia, Spain, and the United Kingdom. He also held leadership roles at several infrastructure companies, where he oversaw the construction of several major motorways in Spain.
